Don't know if you need a class or not, start with an easy photo application such as picasa2 (made by google). You can do stuff like cropping, resizing etc. there. Then when you want to do more stuff like adding borders, try The Gimp. It's much harder to use, more like Photoshop, but it can do practically anything you ever need, and don't need too

A very popular one is Photoshop, but I said, I used The Gimp. Gimp is open-source (so free) and I use it to do some basic cropping, borders, light dodge and burn and also to add my signature to my photos. (If you look at my gallery, you can see that this is something that was also brought to my attention as something I should be doing as well.) Sometimes those extra things make a ok photo great, and a great photograph amazing.
The advice given to me, was to look at what other people are doing (particularly what you like) and experiment a little. While you dont want to do too much to your photo (because then it would be a photo manip and not a photograph anymore, you might try it.
Gimp can be found here: [link] and you most likely want to download the windows version. (I think there are two pieces, you need gimp and a toolkit, they should be on a windows download page)
I'm not good at explaining how to use it, but there should be some tutorials online.
